The directive establishes a robust legal and institutional framework to prevent, control, and prosecute gang-related offences across the state.

According to a statement issued by his Chief Press Secretary, Ibrahim Kaula Mohammed, the decision followed growing concerns over incidents of gang violence, street thuggery, and public disorder, particularly in urban areas.

Governor Radda reaffirmed his administration’s zero tolerance for lawlessness, stressing that any act capable of disrupting public peace would be firmly addressed.

The Executive Order, backed by relevant provisions of the 1999 Constitution and the Penal Code, empowers authorities to take coordinated and decisive action against criminal groups.

A key feature of the directive is the creation of the Katsina State Kauraye and Thuggery Suppression Task Force, a multi-agency body tasked with combating such activities.

The Task Force brings together major security and government institutions, including the Nigeria Police Force, Department of State Services, Nigeria Security and Civil Defence Corps, and National Drug Law Enforcement Agency.

It also includes the Katsina State Community Watch Corps, the Hisbah Board, relevant ministries, and the Association of Local Government Chairmen.

Governor Radda explained that the Task Force would focus on identifying and dismantling criminal networks, conducting intelligence-driven operations, arresting offenders, and ensuring their prompt prosecution.

It will also intensify surveillance in high-risk areas, seize dangerous weapons, and collaborate with communities to prevent the recruitment of youths into criminal groups.

To further strengthen enforcement, the Governor announced plans to establish mobile courts to fast-track the trial of offenders. He noted that the state’s Ministry of Internal Security and Home Affairs would coordinate the Task Force in collaboration with all relevant agencies.

Reassuring residents of his administration’s commitment to protecting lives and property, Governor Radda described the Executive Order as a bold step toward restoring peace, public safety, and social stability in Katsina State.

“We will not allow lawlessness to thrive. This action reflects our resolve to safeguard our communities and uphold the rule of law,” he stated.

Top government officials and security stakeholders attended the signing ceremony, underscoring the state’s unified stance against criminality.

Those present included the Secretary to the State Government, Alhaji Abdullahi Garba Faskari; Chairman of Katsina Local Government, Hon. Isah Miqdad; Principal Private Secretary to the Governor, Abdullahi Aliyu Turaji; and the Chairman of the Hisbah Board, Malam Abu Ammar.
