Katsina Govt Approves 3,000 Motorcycles for Rural Teachers, Scholarships for 1,700 Students
The Katsina State Executive Council has approved a number of initiatives aimed at strengthening the education sector, improving governance through digital technology, enhancing urban planning, and advancing climate action in the state.
The decisions were reached during the 5th Regular Meeting of the State Executive Council for 2026, held Thursday at the Red Chamber of the General Muhammadu Buhari House in Katsina. The meeting was chaired by Governor Malam Dikko Umaru Radda.
Addressing journalists after the meeting, the Commissioner for Basic and Secondary Education, Hon. Yusuf Suleiman Jibia, said the council reviewed several memoranda and endorsed policies designed to improve service delivery, widen access to education, and modernize administrative processes across the state.
According to him, the council approved a scholarship scheme for outstanding students from across the state. The programme will sponsor the top 50 students from each of the 34 Local Government Areas who performed excellently in the WAEC or NECO examinations, bringing the total beneficiaries to 1,700.
He explained that the selected students will study courses such as Nursing and Health Sciences, Engineering and ICT, Agricultural Sciences, and Education in state-owned Colleges of Education, Colleges of Health Sciences, and Polytechnics.
Jibia noted that the initiative is intended to support academically gifted students and enable them to pursue higher education within the state while contributing to Katsina’s development.
The commissioner also announced that the council approved the procurement of 3,000 electric motorcycles to be sold to teachers at subsidized rates, particularly those posted to remote rural communities.
He said the initiative is aimed at addressing transportation challenges faced by teachers in hard-to-reach areas, which is expected to improve punctuality, dedication to duty, and overall teaching performance.
“This initiative is designed to support teachers who work in difficult terrains. By easing their mobility challenges, we expect improved commitment and better learning outcomes for students,” he said.
Also speaking, the Special Adviser on Health Institutions, Alhaji Umar Mammada, disclosed that the council approved the establishment of a Computer-Based Test (CBT) centre at the Katsina State College of Nursing Sciences.
He explained that the centre became necessary due to the growing adoption of computer-based examinations by professional and regulatory bodies in the health sector. Currently, students often rely on private CBT centres outside the institution to sit for their examinations.
According to him, the new facility will provide a standardized examination environment, reduce costs for students, and improve their academic experience.
In another development, the council approved the implementation of the Katsina State Digital Mapping System, which will integrate development control, planning permits, and land titling processes.
Jibia explained that the digital system will introduce technology into physical planning, enhance transparency, speed up approval processes, and ensure proper land documentation to support orderly urban development.
Meanwhile, the Special Adviser on Climate Change, Prof. Al-Amin Mohammed, announced that the council also adopted the Katsina State Climate Change Policy and Plan of Action (2025–2030) as the official framework for climate governance in the state.
He said the policy provides for the integration of climate-responsive budgeting and monitoring indicators across Ministries, Departments, and Agencies to strengthen accountability and track environmental initiatives.
Prof. Mohammed noted that the framework would guide the state’s climate action efforts and ensure that environmental sustainability is incorporated into government planning and budgeting.
The council emphasized that the approved initiatives are in line with Governor Radda’s commitment to inclusive governance, educational development, digital transformation, environmental sustainability, and improved service delivery for the people of Katsina State.
